New Use for Old Bridge

A complete plan would include a contractual provision for disposing / recycling of the bridge at the end of its useful life.

Disposal / recycling would seem to be the responsibility of those who now assume responsibility for the bridge.

The corporation that built the bridge took money that should have been used to take the bridge down and walked away from their financial and moral responsibility to remove the bridge.

Is there a plan for the life cycle of the bridge that assures abandonment will not become an issue? Is there a fund dedicated to removing the bridge if and when that becomes necessary? If not, who shall pay the bill when it becomes due?
